The ECB will not guarantee Russia's expropriation. The former EU foreign policy chief was arrested on suspicion of misusing EU funds.
Setback for the EU Commission: The European Central Bank (EC has refused to guarantee a payment of €140 billion to Ukraine. Commission President Ursula von der Leyen wanted to take out a loan to enable the expropriation of Russian assets frozen at Euroclear. According to a report in the Financial Times (FT), the ECB has concluded that the European Commission's idea violates its mandate.
The ECB stated: “Such a proposal is not being considered as it would most likely violate EU treaty law, which prohibits monetary financing.”
Mogherini's arrest puts further pressure on the EU
The EU came under pressure on another front on Tuesday. Former EU foreign policy chief Federica Mogherini has been arrested in connection with an investigation into the suspected misuse of EU funds. Mogherini is currently in police custody, the AFP news agency learned on Tuesday from investigative circles.

Rivers turn to blood
The pouring out of the third bowl of God's wrath, like the third trumpet blast, has an effect on the freshwater springs. "And the third poured out his bowl on the rivers and springs of water. And they became blood. And I heard the angel of the waters say, You, the One who is and who was, you Loyal One, are righteous because you have made these decisions, for they have shed the blood of saints and of prophets, and you have given them blood to drink. They deserve it. And I heard the altar say, Yes, God Almighty, true and righteous are your judgments." (Revelation 16:4-7)
If there was still some hope that the rivers would bring fresh water to the sea and that the sea could live again as a result, this hope is dashed by the third angel. These "rivers and the fountains of waters" represent the supposedly refreshing sources of guidance and wisdom that the world recognizes, for example, the political, medical, commercial, scientific, educational, social and religious philosophies by which people's actions and decisions are determined. Instead of looking up to Jehovah, the fountain of life, for life-giving truth, they have hewn out broken cisterns and drunk in great draughts the wisdom of this world, which is foolishness with God. (Jeremiah 2:13; 1 Corinthians 1:19; 2:6; 3:19; Psalm 36:9) This polluted “water“ has led to people incurring bloodguilt, for example, being encouraged to shed blood on an immeasurable scale in the wars of the last century, in which over a hundred million people lost their lives. Especially in Christendom, where the two world wars broke out, people were "in a hurry to shed innocent blood", including the blood of God's own people. (Isaiah 59:7; Jeremiah 2:34) Through the misuse of blood, mankind has incurred bloodguilt by transgressing Jehovah's righteous law and using large amounts of blood for transfusions. (Genesis 9:3-5; 17:14; Acts 15:28,29) She has already felt the effects of this, as blood transfusions have spread diseases such as AIDS, hepatitis and others, causing much suffering. We don't even want to talk about blood-drinking Satanists and the blood-altering poison vaccination of Babylon at this point. But all those who have brought blood guilt upon themselves will soon be punished by suffering the death penalty and being crushed in the “great winepress of God's wrath.“ (Revelation 14:19,2
In the days of Moses, when the waters of the Nile turned to blood, the Egyptians were able to stay alive by seeking other sources of water. (Exodus 7:24) But today, when a spiritual plague has come upon Satan's world, there is no life-giving water to be found anywhere. The pouring out of the third bowl results in the announcement that "the rivers and the fountains of waters" of the world have become blood and that all who drink of it will die spiritually.
Part 2 Those who do not turn to Jehovah will not escape his judgment. (Compare Ezekiel 33:11)
The "angel of the waters" that is, the angel who pours out his bowl into the water, glorifies Jehovah as the universal Judge whose righteous judgments are perfect. Therefore, in connection with the judgment, he says, "They deserve it." The angel has undoubtedly seen much of the bloodshed and cruelty to which the false teachings and philosophies of the wicked world have incited men for millennia. He therefore knows that Jehovah's judgment is just. In the midst of the judgment message, Jehovah is referred to by the angel as the "Loyal One". Why? Because by destroying the wicked, Jehovah proves himself loyal to his servants, who were often persecuted to the point of death. Out of loyalty, Jehovah keeps them alive in his memory. He longs to see these departed faithful ones again, and the Bible confirms to us that He will reward them with a resurrection. (Job 14:14,15) Jehovah does not forget his loyal servants just because they have died. On the contrary: "For him they all live". (Luke 20:37,38) It is a great proof of his loyalty that he will bring back to life all those who are in his memory.
Is the world laden with bloodguilt in God`s eyes?
There are three ways to incur bloodguilt in God's eyes. One of them is to commit murder, that is, to shed blood. (Genesis 9:5,6) Furthermore, one can incur blood guilt by drinking or eating blood or otherwise misusing it. (Genesis 9:4; Acts 15:20,29) The third way is by failing or neglecting to warn those who are known to be in danger of losing their lives because they have run a course against God and His Word. (Acts 20:26,27)
Under God's law covenant with Israel, drinking blood was punishable by death. (Exodus 17:10,14) Water is necessary for life. So if the water of a spring were turned into blood, anyone who drank from it would have to die. This plague reminds us of the first plague that struck ancient Egypt, just as God's prophet Moses had announced. It turned the Egyptian water sources, the Nile, the ponds and the stored waters in the land into blood; the Egyptians could not drink the water in which the fish died, spreading a foul odor. (Exodus 7:14-25) So this bowl, which like the other six bowls mentioned in the sixteenth chapter of Revelation had been poured out from the heavens toward the earth, could have no effect on the heavens where Jehovah, the fountain of living waters, dwells. Therefore, the plague could not affect God's spiritual waters with which His faithful worshippers are supplied. Since Jehovah is the fountain of life, the waters he provides impart life. (Ps.36:9; Jer.2:13; 17:13) So what are these springs of water and rivers of the earth that are turned into blood?
Part 3 What kind of "Springs" and "Rivers" are this?
Just as Jehovah's servants, true Christians, look up to Jehovah through Christ Jesus to receive life, and just as He supplies them with His Word, which is as clear as running water, so the people of this old system of things have springs to which they look up to receive life. They have for the most part disregarded the Bible because of their leaders and have preferred to draw water from other sources, from worldly, political and commercial systems. People have also looked up to religious systems in particular because they thought that was where the truth and the way to life could be found. In reality, however, they have been very deceived. The religious systems have taught traditions instead of the teachings of the Bible, performed ceremonies and supported many contradictory teachings that have blasphemed God. The religious leaders have presented these things as if they contained refreshing, life-giving water. They have required their flocks to accept their teachings in blind credulity instead of developing a rational faith based on the inspired scriptures.
Those who claim to serve God while going to these worldly water fountains of life are like the apostate Israelites who preferred to drink from the Nile, where Egypt was, and from the Euphrates, where Assyria was. (Jer. 2:17-19) These Jews despised "the waters of Siloam that flow quietly". These waters correspond to the "streams" that gladden "the city of God, the sanctuary of the dwellings of the Most High." (Isa.8:6,7; Ps.46:4) Apart from the false doctrines, theories, philosophy and ideas of human, earthly origin, these worldly "rivers" and "springs" have "brought forth" programs, plans and institutions to solve the difficulties of mankind. Because men have drunk of these, they have been led to act contrary to God's Word and have fallen under the condemnation of His laws. Some have not deliberately and consciously acted in this way, yet they bear community responsibility. They have been deceived into using blood illicitly in other ways; some have drunk it, others have had blood transfusions performed or otherwise misused it….
