I just realized that Pence changed the wording of the electoral-vote certification to ask if it was certified by a state authority. He did so in order to trap all who knowingly voted for the fraudulent ones. If they voted for it knowing they were certified by a state authority, they cannot claim they did not know, and they can therefore be charged and convicted of treason.
