C'est chez moi au Pays Basque en France.

The Basque Country is composed of 7 provinces: 4 in the Spanish part and 3 in the French part.
Zazpiak Bat
Literally "zazpi" means "seven", "ak" marks the plural ("the" and "bat" means "one-one".
So we can translate this to "The Seven (provinces make) One".
The seven Basque provinces are as follows: on the one hand the four Spanish provinces of Guipúzcoa, Alava, Bizkaia (now the Basque Autonomous Community) and the province of Navarre. The three French provinces are Labourd, Lower Navarre and Soule all 3 in the Pyrénées-Atlantiques (64).
