those city's might be the first battle ground
i think they want riots and looting and public freak outs
when the damage is done they will ask for federal aid
bull doze all the burned out buildings and neighborhoods buy up all the property for super cheap and push the poor out of the city
then they will build there gentrified controlled areas that they contain. they are probably already planning the reconstruction
if you live there stay in your homes dont be stupid you will gain nothing by freaking out
