Fill Gitmo to it's max, and when it's full, there's plenty of rope to go around, and when the rope is all gone, use the gillotines that were purchased, or save the rope and go straight for they're heads.
When you anger the people enough, they rise up, and rebel against those who cause the tyranny and the hardship of the people.
People can only be pushed around for so long before they push back. This is why Pelosi and other governors are having people pay them a visit to their homes, the people have had enough.
