Here is the video which was originally titled Bill Gates shows the CIA in 2005. Its about a vaccine to immunize religious fanatics. While it does appear to be a Government briefing, it does not appear to be Bill Gates. I found this video online a while back doing research on vaccines and government historical involvement. I did not place any of the in-video text that states this is Bill Gates.
