This picture is from 2 years ago. The recent gathering in the capitol of Romania had nothing to do with COVID and mostly had police presence with little numbers of people there.
Also - Romania has no COVID-19 mandates. They are ALL voluntary! Everyone is free to go anddoowhat they normally do when they want to do.
