2012 Loophole: Illegals receive TAX REFUNDS (without paying taxes) via the additional child tax credit

$7.4 BILLION estimated in illegal tax refunds in 2012

The loophole allows tax returns to be filed via a Taxpayer ID rather than SSN. Legislative fix was blocked by then-majority leader Reid who held up the vote.
